All the sig pickers I found seen to want to run in the systray. I found this little 
utility http://www.veling.nl/anne/enjoy/ that picks a random tag each time it is 
run. It simply rewrites the sig file. I have it installed in the sigs directory for 
the account I use it in. Not what you were looking for but some may find it 
useful.
