How do you figure that?  The most recent version of The Bat! listed for
download is dated April 23, 2003
(http://www.ritlabs.com/the_bat/download.html).  Other pages on the
site list modifications within the past six months or less. 
Personally, I place far less significance on the currency of a
product's website than I do on the currency of the product itself.
