Well, the sender should better use standard character sets and not
those Microsoft proprietary ones... but besides that:
One way would be to configure the default character set in the PMmail
Properties (i.e. for all accounts, via the 'PMMail' menu) to the
ISO-8859-x character set corresponding to this Microsoft proprietary
character set.

I guess that under the current conditions, there is not much to do
short of changing the CHARSET value in the corresponding header in an
incoming filter applied to all incoming messages to the corresponding
IS-8859-x value.
This can be done by configuring a "Message Receive Hook" on the
"Hooks" page of the account properties.
Unfortunately I do not have a program ready which could do this, but
I think about writing one. On OS/2, I would do it in REXX, but on
Windows?
Then at least only those Microsoft additions to the standard
character set would not be displayed correctly, but the main part would.
Not perfect, but the best of the rest.
