PMmail trap.

Moment after I made this post, I found out new information.

Prior to upgrading the TCP\IP to 4.1 and wr08620, I was building a server that has Bind 8.1.2 for OS/2
and InetMail Pro 1.5.5 Email Server.  I also have the computer configured for multiple IP addresses.
All worked fine.

After the upgrade, Bind would not start serving requests.  Mail worked. All my extra IP's were there.

Reinstalling Bind did not help at any point.  Once I did get it working, and reloaded all apps, I could 
not restart Bind and have it serve requests.  Rebooting the computer did not help.

What I found is, If I re run x:\mptn\bin\setup.cmd one or more times until the added IP numbers are cleared, 
Bind will start and answer requests.  Then I can re add the IPs.  The mail server can continue running
throught out all of this (mail stops on the added IP when they are cleard)

At that point all the programs will run fine.
On boot I can  have Bind start prior to the Ifconfig command.  But that does not solve any Bind 
restart problem(if I had to stop and restart bind).  My next step is to look at the ifconfig command and 
see what options are available.  

So the answer to your question is I am still using Bind, and still having problems.
