The original author should read his paper mail a bit more carefully. 
Yes, people are encouraged to purchase new appliances, especially
refrigerators and air conditioners.  However, the rebates being given
out are only if the appliance meets certain energy saving standards. 
It is cheaper for the utility to give people rebates and reduce the
total electric load than it is for them to build new generating
stations and all that goes with them.
