Because of quotes. Reflowing quotes at send could cause inadvertent
staggering of quotes. I've never been happy with PMMail's editor not having,
at a minimum, a hard limit on the number of characters to wrap at in the
editor itself. WYSIWYG reflow doesn't work well at all, and reflow at send
doesn't let you see what is being sent.

Of course, those considerations are why I always had an external editor
that could reflow quotes configured. Any time that I needed to do something
complex I just hit ALT-X and did it in an appropriate editor.
