POP3 fetches may well do this, in case 2) the POP server will lock the
account for some amount of time, if PMMail cannot reaccess during the
timeout it will fail to retrieve anything even if it starts with a
login sequence.

In case 1), a manual fetch may work with POP3, but once an smtp receive
has failed in this way it never restarts and manual fetches don't work
either.
