Assuming by "PC" you mean Windows (all PCs run windows don't they? ;-), then 
the difference is having a model for the facility in the OS. 

It's possible that (say) PhotoShop for Windows (an app) implements such 
functionality, or that some display adapters' drivers provide some or all
of the tweaks required (AFAIK, none of our 34 Windows machines do), but
this is an OS (& driver) level thang.  [If it's not in the OS, then each
and every display driver has to reinvent the same "wheel"].

It's because of the strong DTP background that Macs have, that they
have this facility.
