My GA version 2.10.2010 does not operate this way. Every message is sent
via the <Outbox> folder. I have both 'Send After Fetch' and 'Send
Immediately' selected. My <Outbox> is set to 'Indicate Any Mail'. When I
send a message, it is placed in the <Outbox> and the folder icon turns
red. If I am connected, the message is transmitted otherwise it remains in
the <Outbox>. The <Outbox> icon turns yellow if the message is transmitted
otherwise it remains red. On the first fetch for the specific account, any
messages in the <Outbox> are transmitted and the folder icon turns yellow.
Works flawlessly.
