It's worth looking so see whether the servicehost.exe program in its
local service incarnation is sucking lots of CPU. There are legion
reports of people with NT 2K and XP suffering with this problem,
especially after applying XP SP1. My wife's win box suffers from this,
so far no fix is available but Norton AV is known to be one of the
triggers for this process starting to use excess CPU and eat virtual
memory too.

Sadly we don't have any of the programs that are known to cause the
problem, but still the CPU usage climbs when it shouldn't.... :(
