I think I've had a similar problem with messages, but there are some
additional symptoms that may add something to the discussion. Here's
what happens in my case ... and how I've gotten around it.

1) When I'm travelling with laptop running PMMail 2.20.2380, while
downloading in "leave on server" mode, one message will hang the
download series. (Note that it doesn't happen on my desktop
(2.20.2475),when I'm at home ... only fails on laptop.

2) Restarting PMMail and trying again, re downloads all the
previously downloaded files, and hangs again on the same message.

3) Correction is to use the webmail option from my attglobal.net ISP
to directly delete all the SPAM waiting in my mail box. (usually up
to 50% of my mail is spam).

4) Then the laptop downloads everything fine, and I'm ok, until I get
another pile of mail with some oddball message (so far, it's always
been spam).

Since it's never happened on my home machine, it could be something
that's been fixed in 2475. Or it could be something related to the
laptop (which has a slower modem than the desktop).

Never the less, it's a bother and costing me extra for the service
that gives me (among other things) web access to my mailbox. I'd
prefer that I never had to suffer the indignity of web mail access,
but it's worth it, when the regular access fails.
