Depending on the amount of updating required or possible, I would
suggest just possibly the built-in VB scripting, or (more likely, as
there is a DOS version as well) one of the products from
http://www.powerbasic.com/

Alternatively, run a DOS virtual machine in Windows 2000 using VMware
(www.vmware.com) or Virtual PC (www.connectix.com).  If just
controlling an instrument through a COM port, the performance would
be adequate, I think.
