I am certainly no expert, but I believe that he could make a 'Canned
Reply' containing $cursor$ and insert it at any location in his reply
via a RMB pop-up.
I use a 'Canned Reply' for the six lines above the quoted section in
all of my responses.  There is a section on 'Canned Replies' in Help,
which contains or should point to the section on using variables (see
Filters).
