It is a virus.  I've received 40 or 50 of them today.  It is probably brand-
new; if you go update your virus scanner, I'll bet it starts catching them.

No, they don't EVER do that via e-mail.  Further, if you take a close look at 
the message, you'll see that it didn't really come from Microsoft.
