That's a receive error, not a send error.  You are getting a pop-up
error, and not an email message from the server, correct?  That would
indicate that the settings are wrong on your account for your POP3
mail server, or perhaps something has changed on the provider end. 
If you have multiple accounts set up, perhaps only one of them is
misconfigured, and when you do a "fetch all", that is the one
triggering the message.  Check the error logs of each account.

Oh, and here are some periods.  Your messages are hard to read,
because you squeeze so much into only two sentences.  Try reading
them aloud before you send them, and stick some of these in:
