Well, not necessarily. Examples for Unix programs using the Maildir
directory based mail storage with individual files per mail are Qmail,
Exim, Postfix, Courier, Maildrop...

I use fetchmail to retrieve my mail from a POP server, which forwards
the mail to Maildrop. Maildrop sorts the mails into different folders as
single files per mail. These folders in maildir format are used by my
Courier IMAP server.
