It's really easy  to add support to Win2K3 for NetBeui (I'm a network admin running Win2K3 with XPpro clients).  It's simply a matter of opening "Network Connection properties and adding NetBEUI protocol.  No reboot needed. 

FWIW, the reason that NetBEUI was discarded by default in XP and in Win2K3  was for security reasons.  It does not use encrypted authentication and MS wants all networks to use Kerberos for authentication and security communications.  

The difficulties reported in getting NetBEUI on servers is probably a "red herring" - it is more likely that the NetAdmins just don't want to fool with the security risks associated with allowing server access with NetBEUI ...
