I had trouble with PMMail/2 thinking it was (incorrectly) DST here
last week, 4-1 thru 4-3. It looked as though PMMail was not properly
decoding the *day* of the week information in the TZ variable, getting
the *month* part correct -- that is to say DST should have started on
4/3, but PMMail/2 thought it started on 4/1. Here's my TZ:
TZ=EST5EDT,4,1,0,7200,10,-1,0,7200,3600
