Timezones again

I just checked some incoming email headers.

A message I received from:

    X-Mailer: PMMail 98 Professional (2.01.1600) For Windows NT
(4.0.1381;4)

shows no time zone value in the "Date:" line:

    Date: Mon, 05 Apr 1999 11:59:01 -0400

while a message I received from:

    X-Mailer: PMMail 2.00.1500 for OS/2 Warp 4.00

_does_ show a time zone value in the "Date:" line:

    Date: Mon, 05 Apr 1999 13:04:59 -0400 (EDT)

Is there a setting to turn this info on or off in the outgoing header?
