No! and it is the point. "Reflow at send", nothing to do with editors,
doesn't reflow quotes at all.

No! and it is the point. See the mess above that is done with reflow at
send set to 72 chracters, a wide message window and quote marks
inserted taking the new line length over 80 characters. Not an uncommon
occurrance.
The big problem with this is that you don't know that the reflow munged
the lines so you unknowingly send badly formatted messages.
