Filtering question.

If a filter is made up and the first action is to toss the message(s) 
into another folder, why does not the second action, (which I want to
bounce) show a drop down list or a place to write an address to  bounce
the message(s)?  It could be that my screen reader is missing something
so I need to know if that is the case.  In the help PM-Mail says that
such a drop down list comes up, but I've not seen it yet.
