When I have done this I have always found it necessary to used the
KeyID rather than using the user ID. So, if I want my DH key I have to
do pgpk -xa 0xDE32E5C5.
I had a long correspondence with BoB about this some time ago, although
he accepted my requirements, he did not get around to implementing
them.
