You need to understand the difference between moderation and free
speech.  Moderation is the act of reviewing messages to a list and
either editing or removing some from being distributed to the entire
list.

Steve has not moderated.  He simply made a statement telling people
that this list is not moderated, and that people shouldn't try to
moderate.
