I beg to differ.  You can remove IE totally fro Win-98.  There is a
utility to do it called 98Lite, the web site is http://www.98lite.net

There is a free and a professional version (professional version costs
$25 to register).  It removes IE totally, can remove other
"non-removable" items, and can even replace the 98 shell with the 95
shell (if you have a licensed version of 95).

Check it out, it works very well.
