OT: Tar

Does anyone know how to use tar for OS/2? I have a copy and just
redownloaded but for the life of me I can't get it to work. Every
time I do something like this:

[E:\DUMP]tar -x gnupg-1_0_2_tar

I get:

tar: can't open tar.out: No such file or directory

(Yes, I'm trying to get the gnupg source to see if I can compile it
for OS/2.)
