Linux is free and so is the Rexx for Linux from IBM.

BTW, what is the point in doing a Rexx tool for Windows, if most Windows
users will not have Rexx???
(Sorry, Rexx is mostly a scripting type language. I think there is a
compiler for Rexx for OS/390, but that's about it).
