i second this.

that should NOT be a problem.
There's OpenLDAP http://www.openldap.org/.
"Ready to run" executables for Win32 are available (e.g. Eudora, PGP (yes, they are free too)).

Administration remains a problem though.
I don't think it's that complicated, but I dug into it from the "programmers perspective".
