Nope, that's not the standard net convention, you have it exactly
reversed.

No, it's because those replying have not trimmed, nearly as bad a sin
as quoting after comments when there is no specific reason for doing
so. The only reason I can see is when wishing to post an article seen
elsewhere with a few sentences of introduction. Otherwise it is
preferable to see comments interspersed so that it is easy to see to
what they refer.
