Either we're talking about different things or your version behaves different 
from mine. I once deactivated "show attachment area by default", arranged the 
window and the attachment, saved it, and if I now attach a file the drop are 
appears and stays visible until I close the window.
The problem still is that if I reopen a queded messages, this window doesn't 
respect the saved arrangement of the window borders so that I have to manually 
move the separator to see the attachments. This can't even be cured by another 
"save window position" :( ...
