[pmmail-list] PMMail doesn't generate Message-Id

Adding to the following, Message-ID creation seems to be relegated to
MTAs, and PMMail is MUA, not MTA; though I can see where some
implementations of PMMail might like to issue a Message-ID, and
therefore it could be a potentially useful and not non-compliant
feature, I don't see where PMMail is currently non-compliant.
