Have you set the settings in Pmm to ISO 8859-1/Latin 1, 8b and not
to perform character set translations.

>From time to time I get the above chars in a mail too, but was told
that it was because the mail was sent from a mac email client that
doesn't do char translations the way everybody else does. The unix
sysadmin at the dept hinted me about this one.
