[pmmail-list] Filter for Absence of "To" Header

Hello All,
Does anyone had a filter to initiate an action based on the absence of
the "To" header?
Obviously, h.To="" doesn't work, except when the header is blank. I
tried h.Toname="$h.Toname$", which seemed to hang PMMail/2, since the
content of other notes could not be displayed in the viewing pane, but
PMMail/2 did shut down in an orderly fashion.
The purpose of the filter was to move any returned receipts to a
separate folder, rather than the one designated for the correspondence
to & from the recipient of the original note.
