Can PMMAIL (win) do this?

Are you sure about this ? Where is the switch that turns on such a
feature ?

I see only this one:
(open) Internet Explorer -> Tools -> Internet Options -> Connections:
- never dial a connection
- Dial whenever a network connection is not present
- Always dial my default connection

This belongs to an individual application (IE), not to DUN.
What's the use of this option if there was already DUN to take care
about this ?
