Configuring Outlook + Exchange to send things in a standard way is
not hard, once you know how, but is also not documented /anywhere/
AFAICS.  The Exchange help doesn't include the phrase
"quoted-printable" even though Exchange can be set up to send mail so
encoded.

The system I look after is set up so that RTF mail is the default for
internal use (people can use pretty colours to their heart's
content), and this is translated into perfectly standards-conformant
un-marked-up plain text (QP) email when sent to the Internet; if any
user sets their Outlook to HTML, this would be sent out unchanged -
but they don't know to do this (the company's HTML mailshots are sent
using a special program I wrote, so they are carefully controlled!). 
The only problem is that the Outlook Web Access Client (that some
people use to work from home) causes the body of outgoing mail to be
sent base64 encoded - it is correctly MIME-flagged, but as it is the
actual body that's encoded there are one or two clients that can't
handle it correctly (PMMail is fine, and Alt-V shows up the encoded
form).

Sending WinMail.DAT is normally the result of telling Exchange it can
send the RTF format outside (I think!).
