It's just that Win2003 AND xp doesn't run NETBEUI (aka NETBIOS/TCPIP) by default anymore. It is supposed to 
use plain TCP/IP. You have to install NETBIOS/TCPIP explicitly. Don't ask me how (still running OS/2 ;-)) ).
